DASCO Petroleum Services Company has been operating as a national Petroleum Services contractor since 1998, providing onshore deep water wells drilling, and oil wells work-over services encompassing almost all rig types and geographical areas. Our track record includes operations in frontier and remote areas with safety and operational excellence as our highest priorities. We pay special attention to sustainability and the development of local content. We aimed to standardize our rig design, equipment, and operating systems to streamline operations, increase efficiency and reliability, improve inventory management and facilitate employee transfers within our fleet.  We offer an extensive training program to enable our employees to continually build their competency and knowledge. DASCO carries out work for oil and gas international and national companies.

COMMITMENT TO HEALTH AND SAFETY 

Dasco petroleum services (DPS). is continuing to develop a health and safety program that fosters workplace safety and
protects our company, our employees, subcontractors, customers, visitors, the general public, equipment and
property from accidental or incidental losses. This can only be achieved with continued communication between management, health and safety representatives, and workers, using their combined knowledge to cultivate a proactive system to spot potential safety and occupational health issues before they occur.

At DASCO PETROLEUM SERVICES. we:

  • Are committed to providing a safe work environment that promotes health, and physical and psychological safety.
  • Recognize that all workers have the right to work in a safe and healthy workplace and will help prevent illness and injuries in the workplace.
  • Will work jointly with relevant personnel in developing and implementing the health and safety program; including policies, procedures, and processes to reduce the rate and frequency of workplace injuries and accidents and improve health and safety performance.
  • Will continually encourage workers and management at all levels to use the knowledge they have gained in their working and personal lives while encouraging further training to build upon this knowledge base and keep current with best practices and ever-changing regulations.
  • Understand that workplace health and safety responsibilities extend to all workplace parties (senior management, front-line management, and workers) on or off the job.
  • Recognize and support all supervisors to ensure that safe and healthy work conditions are maintained in our workplace.
  • Encourage everyone’s participation in health and safety always.
  • Work effectively and efficiently to resolve and correct concerns brought forth by supervisors, health and safety representatives, and workers.
  • Will meet all legal requirements and will review the health and safety program at DASCO PETROLEUM SERVICES yearly, or by law or regulation change if such changes happen within the year of review. We are committed to providing a quality service in a healthy, safe, and efficient manner.

The mission of the HSE department of DASCO PETROLEUM SERVICES . is to:

  • Provide leadership, guidance, and support in promoting a positive HSE culture throughout the company and ensure that risks related to critical tasks have been reduced to as low as reasonably practicable.
  • Make available to the DASCO PETROLEUM SERVICES  work environment effective HSE equipment, adequate training, and an effective HSE management system to ensure that a healthy, safe and environmentally sound operation can be performed.

HSE-MS OVERVIEW AND STRUCTURE

The DASCO PETROLEUM SERVICES  Health, Safety, and Environment Management System (HSE-MS) reflect the basic management principles of planning, organizing, directing, and controlling, this is to ensure that all the activities within the Company and all the hazards associated with these activities have been systematically identified, organized and controlled proactively.

Objectives

HSE objectives defined by DPS are:

  • To establish rules, procedures, and Company standards
  • To implement rules, procedures, and standards
  • To provide and maintain safe and efficient equipment and installations
  • To provide personnel with skill and experience
  • To train personnel in health, safety, and environmental awareness
  • To identify potential risks
  • To define and plan critical tasks
  • To measure health, safety, and environmental performance
  • To correct found deficiencies
  • To maintain a communications structure
  • To ensure that subcontractors follow the DPSs’philosophy

The   essential   elements   of the Corporate   HSE -MS   and Well   Engineering   Management Procedure
are shown in Figure 

There are six safety philosophy principles:-

  1. All injuries and occupational illnesses can be prevented
  2. HSE is a line management responsibility
  3. All construction and operational exposures can be reasonably safeguarded
  4. Line management has a responsibility to train all employees to work safely
  5. Preventing injuries and incidents is good business
  6. Working safely is a condition of employment                                  

Three years ago, Dasco Petroleum Services introduced The bowtie methodology for risk assessment and risk management.

Structure

Level 1
of the HSE-MS contains DPS’s policy for protecting HSE issues of its employees, contractors, and the people and environment in which it operates, as well as this HSE Plan and system overview.  To achieve DPS’s HSE objectives, activities and responsibilities are assigned to individuals within D.P.S. as part of Level One systems.

Level 2
of the HSE-MS contains procedures for key activities which are applicable and mandatory across all of the D.P.S’s operations.

Level 3
of the HSE-MS contains work instructions that are specific in nature and are applicable across D.P.S. as a whole and are occasionally dependent upon local conditions and client requirements.  They contain a broad base of HSE information, rules, and guidelines essential to any successful company operation.

Level 4
of the HSE-MS contains Industry standards applicable to HSE management.

Level 5
of the HSE-MS contains all of the forms and checklists used in support of Level 2 Procedures and Level 3 Work Instructions.
